Dr. (Ms.) Mukulita Vijayawargiya is currently a Whole-Time Member in the Insolvency and Bankruptcy Board of India (a statutory body), and a Member of the Executive Committee of International Association of Insolvency Regulators.
She has more than 40 years of experience in legal field in various capacities – as an advocate, law teacher, researcher, guide to Ph.D. scholars, law officer, civil servant as a member of the Indian Legal Service (ILS), Visiting Scholar in Japan and Australia, Legislative draftsperson in the Ministry of Law and Justice and member of the regulatory body.
Prior to joining the Insolvency and Bankruptcy Board of India in April 2017, she was Additional Secretary in the Ministry of Law and Justice, Government of India and Course Director in the Institute of Legislative Drafting and Research for Appreciation and Basic Course in Legislative Drafting.
She joined the Ministry of Law and Justice in the Law Commission of India in 1999 and later its Legislative Department in 2003.
She was associated with drafting/vetting of more than 100 principal legislations (Bills) and more than 3000 Subordinate Legislations.
She has been a member of various Expert Groups/ Advisory Committees and Drafting Committees relating to various legislative proposals including Bankruptcy Law Reforms Committee (BLRC) which recommended the framework of the Insolvency and Bankruptcy Code, 2016.
She also participated in the Second World Congress against Commercial Sexual Exploitation of Children, organized by UNICEF, Yokohama (Japan), in December 2001.
She has published a number of articles in various journals and has co-authored two books. She was actively involved in publication of the Special Edition of the Constitution on the occasion of the First Constitution Day on 26.11.2015.
She was actively involved in organising the National Consultation on Second Generation Reforms in Legal Education (2010), Rajiv Gandhi Adhivakta Prashikshan Yojona (Advocates Training Scheme) and in the preparation of road map for paralegal programmes in joint collaboration with IGNOU.
She has delivered lectures at national and international institutions/Universities on various subjects of law and addressed in various capacity building programmes for professionals organised by FICCI, ASSOCHAM, CII, PHD Chamber of Commerce, ICAI, ICSI, ICMAI, Insolvency Professional Agencies, etc.
She has participated in several national and international seminars/workshops and presented papers.
She has visited leading law schools, e.g., Yokohama National University, Tokyo University, United Nations University (Tokyo), Sydney University, Queensland University of Technology (Brisbane, Australia), Harvard University, Columbia University (United States), London University, Cambridge in connection with lectures/interactions/ research/studies.
She is presently looking after Adjudication, Prosecution and Court Proceedings, Limited Insolvency & Valuation Examinations, IT, Finance & Accounts and Board Secretariat in the Insolvency and Bankruptcy Board of India, and also exercising powers of the Disciplinary Committee of the Board.
