Dr. Bhushan Kumar Sinha

Dr. Bhushan Kumar Sinha is a highly experienced and accomplished officer of the Government of India, having served in various capacities ever since he joined the Indian Economic Service (IES) in 1993, which coincided with the economic reforms process in the country. He has served in several Departments of the Government of India, particularly in the Ministry of Finance, where he handled key portfolios in the areas of banking & finance, capital markets, external debt, and asset management & strategic divestment.

During these periods, Dr Sinha played a crucial role in steering policy & operational reforms for banking & financial institutions in India, prudent management of country's external debt, development & regulation of both equity & debt markets in India, and listing & divestment in Government-owned Indian corporations. While holding these portfolios, he adopted a “Whole-of-Government” approach with demonstrable professional expertise, while maintaining a fine balance between financial prudence & regulatory compliance.

During his tenure as Joint Secretary, and later as Senior Economic Adviser, in the Department of Financial Services, Ministry of Finance, Dr Sinha piloted key reforms in the Indian banking sector, including implementation of Government of India’s PM Jan-Dhan Yojna (PMJDY) based flagship program on Financial Inclusion (FI), promoting responsible lending with focus on credit-discipline & improved governance, and development of fintech and digital public infrastructure (DPI), such as, the JAM (Jan Dhan-Aadhaar-Mobile) trinity & Account Aggregator. He followed a ‘customer-centric-approach’ to further deepen the FI ecosystem in India, through adoption of cutting-edge technologies, digitalization and providing a niche role for fintech and DPIs. He also contributed significantly towards operationalization of the National Bank for Financing Infrastructure Development (NaBFID), a first-of-its kind specialised development financial institution setup to specifically meet the infrastructure funding gap in India.

On behalf of the Government of India, Dr. Sinha has also held the position of ‘Nominee Director’ on the Boards of several banks and financial institutions at different points in time.

Besides, Dr Sinha also has experience of the small-scale sector in the country, having served as Joint Development Commissioner in the Ministry of MSME, Government of India.

Apart from being an MBA graduate from the National Graduate School of Management, Australian National University and an LLB graduate from the University of Delhi, Dr Sinha is also a Doctorate in Financial Economics from the University of Delhi.

Dr Sinha joined as a Whole Time Member of the Insolvency and Bankruptcy Board of India (IBBI) on 11th February 2025.
